Scope change
Commission Delegated Regulation (EU) 2026/2102 amending Annex I is published in the Official Journal and enters into force on 18 September 2026. Cattle hides, skins and leather, conveyor belts and other vulcanised rubber articles, retreaded and used tyres, soya beans for sowing and vehicle seats leave Annex I from that day. Soluble coffee (HS 2101 11 00), frozen cattle tongues and sixteen palm oil derivative codes join it from 30 December 2027. The table notes now say cattle means the genus Bos, oil palm means Elaeis spp. and rubber means Hevea brasiliensis, and that samples of negligible value, test material, waste, second-hand goods, packaging and marketing material are not covered.
What to do: if you hold cases on a removed code, check whether the product still needs a statement. If you make or import soluble coffee or palm oleochemicals, start collecting plot data for the 2027 date. Check your HS codes.

The Commission adopts the Delegated Regulation amending Annex I. Soluble coffee (HS 2101 11 00), further palm oil derivatives and frozen cattle tongues are to join the scope from 30 December 2027. Cattle hides and leather, conveyor belts and most retreaded tyres are to leave it. The act was published on 17 September 2026 as Delegated Regulation (EU) 2026/2102 and entered into force on 18 September 2026; see the entry above.
What to do: plan against the 2027 additions now. Check your HS codes.

The package mandated by the December 2025 revision lands. Headline measures: a simplified due-diligence statement for micro and small primary operators; relief from continuous DDS submission for micro and small primary operators in low-risk countries; voluntary grouping so businesses can file collectively; an upgraded information system; and a product scope update covering soluble coffee and further palm oil derivatives, since made law as Delegated Regulation (EU) 2026/2102, in force from 18 September 2026 with the additions binding from 30 December 2027. The Commission estimates roughly a 75% reduction in annual compliance costs against the original regulation, and confirms it will not reopen the text.

The deadline set by Regulation (EU) 2025/2650 for the Commission to complete its simplification review and report to Parliament and Council, with a legislative proposal where appropriate.

The Council signs off the targeted revision. Application moves to 30 December 2026 for large and medium companies and 30 June 2027 for micro and small ones. The postponement is tied to a mandated simplification of the due-diligence process rather than granted on its own.
