EUDR in Italy: competent authority, penalties and enforcement
Italian search interest in the EUDR is among the highest in Europe relative to market size, and Italian industry is caught across several commodities at once, coffee roasting, wood and furniture, paper and printing, and leather.

Competent authority
Ministero dell'agricoltura, della sovranità alimentare e delle foreste (MASAF)
The Italian Ministry of Agriculture, Food Sovereignty and Forestry, with enforcement support from the Carabinieri Forestali, carrying forward the structure used for the EU Timber Regulation. Italy's arrangements build on the EUTR framework, in which MASAF held the competent authority role and the Carabinieri Forestali conducted field enforcement. Confirm the current designation and the division of responsibilities before relying on it, as national arrangements have been settled alongside the postponements.
What is different about Italy
- Coffee roasting at scale. Italy is the archetypal roasting market. Roasting stays within heading 0901, so a roaster buying EU-placed green coffee is a trader and files nothing, but producing extracts moves the product to a different entry and triggers a fresh filing.
- Furniture and wood products. Italian furniture manufacturing sits squarely in Annex I under heading 9403, and panel and veneer inputs carry their own obligations upstream.
- Leather and tanning. Italian tanneries work with bovine hides under headings 4101, 4104 and 4107, all in scope, and all requiring geolocation of the establishments where the cattle were kept.
- Conlegno is a service, not the authority. Conlegno is a private consortium offering due-diligence support and the LegnOK scheme. It is a useful supplier to Italian operators; it is not the competent authority and using it does not transfer your legal responsibility.
Verify the national detail. Competent authority designations, penalty schedules and enforcement arrangements are set nationally and have been settled alongside the two postponements. Confirm the current position with the authority named above, or with local counsel, before relying on any specific figure or procedure.
Dates
The same across the EU: 30 December 2026 for large and medium companies, 30 June 2027 for micro and small ones. There is no national derogation. See which date applies to you and why a third postponement is not coming.
What to do now
- Register in the information system. EU login plus economic operator registration. It takes longer than teams expect, particularly across group structures.
- Re-check scope after May 2026. The simplification package added soluble coffee and further palm derivatives to Annex I. Check your codes.
- Settle your role per product. Operator, trader or downstream operator, see who has to comply.

- Run a dry filing on one real consignment before December.
Questions that come up locally
- Chi è l'autorità competente? The competent authority sits with MASAF, with the Carabinieri Forestali involved in enforcement. Confirm the current designation directly, as arrangements have been finalised alongside the delays.
- Does roasting require a new statement? Generally no, roasted coffee remains within heading 0901. Instant and extract production does.
- Are Italian-grown chestnut and poplar in scope? Yes. Italy is classified low risk, so simplified due diligence normally applies, but plot geolocation is still required.
